Does converting JPG to WebP lose quality?

The image is re-encoded, so technically yes — both formats are lossy. At sensible quality settings it is not visible, and the file is meaningfully smaller. Keep your JPGs as the masters and treat the WebPs as delivery copies.

Is it worth doing for photos I just keep on my PC?

Probably not. The benefit is delivery over a network. For local storage the saving rarely justifies re-encoding a photo you already have.
