Is this as good as developing the raw properly?

No, and it is not trying to be. It produces a sensible neutral rendering for proofing and sharing. The raw files are untouched, so the editing latitude is all still there when you want it.

Will it use the small preview inside the file?

No. Cameras embed a JPEG preview and some converters take that shortcut, giving you a lower-resolution image. PhotoTray decodes the raw data.
