Will the BMP look better than the JPG?

No. Whatever the JPEG compression discarded is already gone; storing the result uncompressed does not bring it back. The file is simply larger.

Why would anyone need BMP?

Because their equipment or software only reads it. BMP is trivially simple to decode, which made it the obvious choice for embedded and industrial systems that then never changed.
