Two reasons at once. The container is .MOV, which is Apple's format and which some Windows players refuse on sight. And on any recent iPhone the video inside is HEVC, which Windows can only decode with a codec that is not installed by default. A file might have one problem or both, and the right fix is different for each — which is why PhotoTray looks first.
